I am commanded by My Lords Commissioners of the

Admiralty to refer to your letter No.F.5794/7/10 of the

7th November to the Board of Trade regarding the export of

arms to China and to acquaint you, for the information of

the Feoretary of State for Foreign Affairs, that so far as

they are concerned, Their Lordships are prepared, in view

of the fresh representations on the subject by the United

Atates Government, to agree that a further approach should

be made, through that Government, to the Governments not at

preset enforcing or inadequately enforcing the huchao

system of the Central Chinese Government, with a view to

securing its full acceptance by all the arms-producing

countrie

2. If, however, as seems probable, this attempt to

secure universal conformity with the system fails, Their

Lordships consider that there can no longer be any reason

for delaying the action proposed by the Board of Trade in

NO IS their letter No. C.R.7.1152/36 of the 5th May last.

3. Copies of this letter are being sent to the Board

of Trade, War Office, Air Ministry and Colonial Office.
